STATEMENT OF PURPOSE  
This committee of ministry is charged by the Session and congregation with the direction and oversight of our church staffing design, the evaluation and support of all church employees, the review and recommendation of all salary and benefit packages, and personnel policy recommendations.  

SPECIFIC DUTIES

Review annually the Personnel Policies of Bower Hill Church
Develop, review and update all Position Descriptions on an annual basis
Conduct Annual Performance Reviews in the winter/spring
Conduct Annual Compensation Reviews in the fall
Make recommendations to Session for changes in Salary and Benefit Packages
Oversee Vacation Schedules and Church Holidays
Hear grievances not resolved through the Head of Staff
Provide encouragement and support of the professional development of all staff members
Extend the care of the congregation to the staff of the church
Provide legal representation  
To oversee the administration of the congregation and the Church Office

Building and Grounds Committee

STATEMENT OF PURPOSE
This committee of ministry is charged with supporting the overall mission and ministry of the Bower Hill Community Presbyterian Church, by maintaining and managing the physical facilities for worship, study and fellowship.  

SPECIFIC DUTIES

Maintain safe, clean, functional and attractive physical facilities.
Comply with all governmental regulations, such as:
    a)      fire code
    b)      accessibility to programs by the physically handicapped
    c)      healthy standards
Maintain appropriate insurance on all church facilities:
    a)      fire
    b)      liability
    c)      extended coverage
Continue optimum use of the physical plant for mission, ministry, and community groups as stipulated by the Session.  
Increase fellowship through Earth and House Days.
Minimize drain caused by the maintenance costs
Develop a short and long range program for building and grounds maintenance (5 years).

STATEMENT OF PURPOSE
The Christian Education Ministry is charged with the planning, coordination and execution of the education program of Bower Hill Church . Through a Biblically based program for the children, youth and adults of Bower Hill Community Church has Christian maturity through Christian nurture as our goal. Through knowledge of the scriptures, awareness of contemporary needs and concerns, adherence to and appreciation of the reformed tradition we seek to better understand our Christian heritage, hope and responsibilities.  

SPECIFIC DUTIES

Selection, ordering, and preparation of curriculum
Recruitment, training and appreciation of Church School Teachers.
Maintenance of the Church Library
Summer program including Vacation Bible School
Implementation of One Room Schoolhouse
Mid-week programs, like Kids’ Klub
Supervise the early childhood programs

Evangelism and Membership Committee

STATEMENT OF PURPOSE
This committee is charged with the development, maintenance, assimilation and enrichment of the members and potential members of Bower Hill Community Church . The membership ministry celebrates and extends our family of faith.

 

SPECIFIC DUTIES

Provide Oversight of the new member assimilation programs including:

            Personal Contacts by Lay Leaders

            Orientation Programs

            New Member Receptions

            Maintain accurate membership rolls

Oversee and coordinate the following programs:

            The Sunday Morning Greeters – Recruit members to

                                                            greet on Sunday

            “Bread” Ministry

            Personal contact with visitors

Provide for Communications (generally what is called public relations)

            Yellow Pages Ad – Review annually, the necessity and

                                         wording of ad

            Website – Revise to keep current

            Promote Activities – Submit weekly to media, special

                                          activities (adult education, special

                                          programs, new services)

            Mass Mailings – as needed

            Directories – Create and distribute member directories

                                (Regular, Photo)

            Signage – Review wording on signs on property.

 

SUB-COMMITTEE:  

Community Building - Donna Williams

STATEMENT OF PURPOSE
This area of ministry provides opportunities for fellowship, celebration, and nurturing among our members as they seek to express and grow in their faith and establish meaningful Christian relationships within the church family and extended community.
 

SPECIFIC DUTIES

Provide fellowship opportunities that nurture members/visitors and facilitate their connections with each other (i.e. Coffee Hour).

Support special church events ((i.e. Kick-off Sunday, Deck the Halls, Lenten Series, etc.) with meals and other fellowship activities.

Encourage and support other church groups in sponsoring fellowship activities.

Coffee Hour/Fellowship Hour
•    A person is needed to sign people up to host each week
•    Supplies need to be maintained
•    All paper products (aside from the coffee hour napkins) can be ordered through the church office. *Realize that this expense will come out of the committee's budget.

Kick-off Sunday and the Awakening Breakfast
•    Get support from Session.
•    Jim, the custodian, will set up the number and type of tables requested. Give him advanced warning.
•    The committee is in charge of decorating the tables- tablecloths, centerpieces, etc.

Deck the Halls and De-Deck the Halls
•    These events can be as simple or complicated as you chose for them to be. Deck the Halls has been tied in with dinner (potluck or lasagna/salad) and with breakfast (the Men's group graciously cooked pancakes for us). As for De-Deck the Halls, we've partnered with the Youth Ministries committee and had hoagies for lunch. We've also done a Chili Cook-off.

Women's Retreat
•    The committee doesn't organize the retreat or even lead it, but it does support the retreat financially. There is a line item specific to the retreat.

Other Activities
The subcommittee can be as active or inactive as it chooses, as long as the events listed above are fulfilled. In the past two years, since the committee reformed, we've also elected to sponsor:

•   Two all-church bowling events
•   A church picnic
•   A congregational dinner followed by a mission presentation by a BHCC member
•   A concert featuring local songwriter/singer. Joe Hitt. This was a combined effort of both this committee and Evangelism and Membership
•   A summer brunch program
•   A baseball outing at PNC Park
•   Caroling and a soup supper

Finance and Stewardship Committee

STATEMENT OF PURPOSE 
This committee of ministry is charged by the Session with the oversight of the financial affairs of the Bower Hill Community Church  

SPECIFIC DUTIES

1. Make Recommendations to Session for Financial Policy:
This involves the stewardship of all church financial practices and policies. The committee is charged with providing prudent recommendations and policies to Session to insure that church financial responsibilities are carried out properly.

2. Oversight of Budget Process (Preparation & Presentation):
This responsibility includes:

*Altering the various Session committees to the timetable for developing their budget requests

*Budget negotiations and adjustments so that final budget reflects anticipated income

*Presentation of the Budget to Session at its January meeting

*Presentation of the Budget to the congregation in January

 

3. Management of Financial Accounting System:

*Review the monthly Financial Report for accuracy, completeness and comprehensiveness before it reaches Session
*Lift up specific items or areas for Session information or action

*Alert Session Committees to their spending in relation to the budget

*Provide guidance to committees who intend to spend beyond their approved budget before the issue reaches the Session meeting

*Monthly review of:

- Checks written in prior month

- File folder of bills paid in prior month

- Deposit record book for prior month

 

4. Conducting and Reporting the Annual Audit:

*Arrange for annual audit of finances in accordance with the Book of Order, G-lO.0401d

*Appoint two competent persons, not related to the Treasurer, to conduct the audit and report to Session at its March meeting in the following year

 

5.Debt Servicing and Investment Recommendations:

*Work with Endowment Fund Committee to insure that Reserve funds are being invested in ways that will provide the best return

 

6. Insurance Coverage for Staff and Programs:

*Review policies annually with carrier to make sure the church has the best coverage at reasonable cost

 

7. Counting, Recording and Depositing Weekly Offering:

*Provide personnel to count, summarize, record and arrange for bank deposit of weekly offering

 

8. Approval of Checks:

*Verify that Committee Chairs or other authorized persons have properly approved all checks to be written with appropriate substantiation

*Remind Committee Chairs of importance of prompt bill approvals

 

9. Oversight of Financial Secretary:

*In concert with the Treasurer, work with and supervise the Financial Secretary in the performance of her duties

 

The Endowment Committee is a part of this general area.

Mission and Outreach Committee

STATEMENT OF PURPOSE 
This committee is responsible for developing, encouraging and engaging the congregation of Bower Hill Community Church in its mission awareness in the reaching out to help others with particular attention to the oppressed and disadvantaged, and witnessing for justice in social, economic and non-partisan political affairs.  

SPECIFIC DUTIES

Mission & Outreach is responsible for development of mission awareness and involvement of the congregation in Presbyterian and non-Presbyterian related missions in the local, city, national and international levels.  

It is charged with the oversight, interpretation and promotion of four annual special offerings:

1. Peacemaking Offering received on World-wide Communion  Sunday
2. Christmas Joy Offering received during Advent
3. One Great Hour of Sharing Offering received during Lent
4. Pentecost Offering received during Pentecost  

Mission & Outreach makes recommendations for the priorities of the Mission Budget of Bower Hill Church.

Mission provides speakers and priorities for the mission interpretation to our congregation, including:

1. Use of the Mission Yearbook of Prayer
2. Minute for Missions as appropriate
3. Mission Awareness Bulletin Board
4. Social concerns and Peacemaking 
5. Provides a liaison to the South Hills Interfaith Ministry

STATEMENT OF PURPOSE
This committee is charged with the oversight of all aspects of the worship life of the Bower Hill Community Church , the oversight and enrichment of the music programs and the enhancement of the spiritual life of our membership.

SPECIFIC DUTIES

Oversight of the liturgy for all services of worship at Bower Hill Church
Preparation and administration of the sacraments
Oversight of all church-wide worship
Placement of church banners – Advent/Lent/Pentecost
Recruitment and training of ushers
Evaluation and management of the effectiveness of the light, sound, recording and projection 
Oversight and development of guidelines for weddings and funerals
Encourage attendance and participation in public worship

Youth Ministries Committee

1st Monday at 7:00 pm in the Youth Director’s Office  

STATEMENT OF PURPOSE
This committee is charged with the oversight and nurture of the youth and college age programs of Bower Hill Community Church . It plans, coordinates, assists, encourages and engages the young people in Christian fellowship and service within the community. It seeks to help them establish and maintain meaningful and enriching Christian relationship while providing a program that is responsive to their needs.  

SPECIFIC DUTIES

Provide leadership and oversight for the following fellowship groups:  
                    Junior High Fellowship
                    Senior High Fellowship
                    College Fellowship

Coordinate and be responsive to the needs of the various scouting programs sponsored by the Bower Hill Community Church.

Encourage and assist any actual or potential ministerial candidates within the membership or, or affiliated with, Bower Hill Community Church.

Oversee the participation of the Bower Hill Community Church in the Softball League.

Encourage and assist the youth and college age in the participation of all church, social, service and worship activities.
